HP-E60 is one classic vespa style pedals assist electric bike/scooter. This model support 48V 250W motor and 25km/h speed limited, so that can meet the regulations of Europe. As can drive with pedals, so this model class as bicycle scope by EU.  No licence, no plate and no tax .  In other words, it is one model that design for European market.

 

The rear Gear motor, with strong torque, it’s very helpful to uphill.  Compare with brushless motor, this is the key difference and advantage.   If your area with hill and mountains,  this model will offer best solution, and have good market.
